IS "THE HALL" RUNNING A CLASS ACT?

You will recall that Ann Lowrey is an attorney with the City of Alexandria's Legal Department. Ann was implicated in a comment as having solicited campaign contributions for Alexandria Mayor Jacques Roy possibly on a City telephones and e-mails. ("IS JACQUES ROY SOLICITING CAMPAIGN FUNDS FROM CITY HALL?"). Kay Michiels, the City's Chief Operating Officer, admitted to her use of City property in the solicitation of those campaign funds. ("ALEXANDRIA CHIEF OPERATING OFFICER ADMITS THAT SHE CALLED A CONTRACTOR FOR JACQUES' FUNDRAISER").

 A comment the other day raised some interesting questions once again about Ann.

I have heard, but have not yet confirmed, that Ann is an old friend of Mrs. Wendy Roy, Jacques' wife. Ann was even in the wedding of Jacques and Wendy. Jacques allegedly hired Ann at City Hall after he fired Laura Sylvester for allegedly supporting Mrs. Brewer in Jacques' first mayoral campaign.

Despite Ann now being a full time attorney for the City of Alexandria, she is also the executive director of Central Louisiana AIDS Support Services, Inc. (CLASS).





CLASS states that: "As a non-profit agency, our mission continues to be to provide essential services to those infected and affected by HIV / AIDS and develop community prevention partnerships". ("Central Louisiana AIDS Support Services").

The questions that the commenter raised are very interesting.

  1. Is Ann supposed to be a full time employee of the City?
  2. How much legal work does she do for the City?
  3. Does her duties with CLASS present any conflict with her City duties?
  4. Are any CLASS functions performed on City time and with City equipment?
  5. Does CLASS receive any funding from the City of Alexandria?
