The big item of interest was Number 12, which was to retroactively ratifying and acknowledging all official acts of newly appointed District 3 Councilman Jerry Jones since his date of appointment on December 13, 2011.
As you will recall, there was present at Jones' appointment City Attorney Chuck Johnson, contract attorney Trey Gist, and Mayor Jacques Roy, who is also an attorney. Immediately upon Jones' tie-vote by Mayor Roy to appoint him over Von Jennings, they even had a judge present that night to swear him in right on the spot. Jones then went right along with the majority and voted Mayor Roy's yes man, Harry Silver, for Council president.

With all of those lawyers present, was something done wrong with Jones' appointment thus requiring this resolution? I don't see how Jones can vote on that resolution as it deals with him personally and would presumably govern the period of time within which Jones receives his pay as a Councilman.
With Jones not being able to vote on this resolution, that would throw the vote on it back to a 3 to 3 split among the White and the Black Council persons and Mayor Roy cannot vote on it to break the tie. What will that do to the election of Harry Silver as president of the Council?
Two or three people signed up to speak on the resolution, so that removed it off of the consent calendar and it will be assigned to a committee in 2 weeks to be heard. I think that you will notice in the video that Mayor Roy appeared dejected and aggravated by the turn of things. Seems like Jacques plot was shot down. ("JACQUES PULLS OFF AN OBVIOUS BUT WELL ORCHESTRATED MOVE" and "ALEXANDRIA CITY COUNCIL AGENDA FOR 1-10-2012").
Alexandria Mayor Jacques Roy is considering potential candidates to replace Lance Harris on the England Authority and that person will be subject to confirmation by the Alexandria City Council. (See: "Alexandria mayor considering options for England Authority appointment"). "Harris, who was sworn in as a state representative on Monday, resigned from the England Authority effective Dec. 31 because of his pending duties in Baton Rouge." id. The City has 30 days to act upon that appointment.
Mayor Roy, who claims to be the most transparent mayor in the history of Alexandria, will not tell us or the Council who all applies for the job.
"Real estate professional Robert Wolf tells the Alexandria City Council that the next appointee to the England Authority needs to “know how to defend Alexandria", meaning that the England Authority wasn't designed to compete with the private sector for business development. id.
Finally, at yesterday's meeting, everything that came before the Council, even items for the mayor, were unanimously approved by the Council. This is the way that the City's business is normally conducted and should dispel some of your inaccurate beliefs that there is ordinarily bitterness and rancor between the Council and Mayor Roy.

reason was given before hand to the COA Council
on why the resolution was needed!! Now let's just look at this, Jones was a contract employee
for the COA until Dec 9,2011 he resigned that day, on Dec 13,2011 he was appointed by ROY
DUMBASS to replace GOINS for DIST3 Councilman! None of the DIST 3 Community Neighbor Goups knew
or supported JERRIMAE! You can tell it was planned by ROY to appoint this UNCLE TOM who vote for everything DUMBASS wanted! He told the
Lower 3rd Group on Monday night that as long as
he was DIST 3 Councilperson that he would vote to keep the FULTON HOTEL open because the
SEVEN(7) people employeed there needed their jobs, yea right at a cost to the TAXPAYERS $$$!!
You're lucky if 7 people stay at this DUMP per

Anyone but SILVER or VILLARD would be better as
the President of the Cuncil! Did anyone notice how lost VILLARD was when the Resolution was sent to committee-LOL-what a true DUMBASS he is!
If you look at those committee assignements we all KNOW that SILVER just signed on the line as
directed by DUMBASS ROY!!!
