THE 2012 STATE OF THE CITY ADDRESS

Alexandria Mayor Jacques Maurice Roy held his State of the City Address for the City of Alexandria, Louisiana today.

The video below is unedited to show you just how utterly incompetent the operator of Channel 4 is. As usual, Jacques also started this TV production several minutes late. He also took this as an opportunity to give his pre-City Council agenda speech, not to be confused with his Wednesday after the Council meeting TV show. Unless you were one of Jacques' lackeys who were in attendance today or you were looking at an agenda for tomorrow, Jacques' only mentioning agenda item numbers probably left you scratching your heads trying to understand what he was talking about.

Of course Jacques didn't cover the two items of the most interest from tomorrow's agenda. The first one was the ratification of all acts done by District 3 Councilman Jerry Jones since December 13, 2012, and Jacques plan to throw more of our money down the bottomless pit known as the Alexander Fulton Hotel.

Jacques started off his State of the City Address by thanking his family, which I am not sure has anything to do with the state of the City.

Next, Jacques went on to thank some of the ministers of Alexandria's largest churches while saying nothing about the vast more minsters of the other churches in town.

Throughout his address, Jacques was highly critical of his detractors. We that follow the affairs of our City, such as City Councilmen Roosevelt Johnson and Ed Larvadain, III, Councilwoman Mitzi Gibson, Sandra Bright, Gail Underwood, Lew Howard, Von Jennings, Jules Green, Steve Coco, myself and the 77% of the voters who didn't vote for Jacques in the last mayoral election are among these detractors. Jacques simply doesn't understand that his detractors have a different vision for the future of Alexandria. That is called democracy.

Jacques also claimed that he doesn't attack Council members personally, but that is disputed by the video of Jacques in "THE RANTS OF JACQUES ROY".

Jacques also bragged about what a fine job Chief of Police Loren Lampert, our highest paid police chief in history, is doing. What I would like to see from Loren is for him to go point by point over the exact proposals the Canadian's SafeAlex plan and the IACP proposals that he instituted.

He also told us what a good job City Attorney Chuck Johnson did this past year. I guess that Jacques forgot about Chuck's going over his legal budget, or the lawsuits on the levees, Tiffany Sanders or Tommy Davenport's legal fees that were all lost in court. And keep in mind the millions of our dollars that are owed to E.M.S. and to Brown, Sharp and Davidson for their contingency fees from the Cleco fraud case.

Speaking of Cleco, the City still has not seen a resolution of the Armested Franklin case or any of the rebates or future rate savings that Jacques promised us.

Jacques went on to brag about his CRAPS (SPARC) plans for the City. CRAPS has not yet produced a single job or business for Alexandria as was promised. The only quality of life that has been improved by CRAPS is the dressing up of the zoo, the new sidewalk in front of the porno book store and City Councilman Chuck Fowler's print shop, and a few non-maintained parks as a bribe to the Black Council persons.

Jacques successfully implanted some multi-family dwellings on a group of nearby residents that didn't want them, but failed on two other attempts.

Jacques reading and comprehension was also impaired this past year in that he failed to appoint a finance director for the City and to appoint some other board members to the Alexandria Housing Authority Board other than the three members of his staff within the time allowed by law, failed to have his department heads or himself at the City Council meetings, and to be a full time mayor when he in facts holds several other jobs.

Our City had even more audit write ups last year than it has had in previous years, with some of those being carry overs from past years.

Lastly, Jacques told us that the City's financial status was very good, with us having increased our surplus to around $17 million. Of course Jacques hasn't given our hard working city employees a raise in several years.

You will hear Jacques tooting the members of his staff and himself for all of his accomplishment reported on in the address, but he forgot to mention the ones that were responsible for the advances. Us taxpayers.

    It's the CRAP on a new day in a new year with the same DUMBASS speaking down to the COA Citizens once again!! Now you all know that the old fart Silver, lazy-ass Fowler, the idiot Villard, and Uncle Tom Jones were all present and in the AMAN CORNER! This was a wasted 38mins

    ass in as the President of the council?? LOL LOL

  2. The Mayor and TT also said that 2011 saw the implementation of online payments for COA utility bills. That's not the case - but we're assured it'll be "soon."

  3. Lets see-- The Mayor give a "state of the City" address and low and behold--everything is "very sound". He gives attaboys to his cadre of toadies and sycophants and criticizes his critics. He ballyhoos what he thinks are achievements, and fails to mention the failures. We are assured that the future is bright as long as he is in charge. Look, what did you expect him to say? I am about as surprised by this speech as I am that my kids got up this morning and wanted breakfast.
